W listopadzie 2018 roku pojawił się, wymagany prawem energetycznym, dokument Polityka Energetyczna Polski do 2040 roku (PEP 2040) [1], w którym powinny być zdefiniowane główne założenia rządu dla polityki energetycznej w perspektywie roku 2040.
Polish Ministry of Energy has announced for consultation a draft of The Polish Energy Policy till 2040 (PEP 2040’s). Authors discuss assumptions and general thesis showed by government and stated that the strategic objectives of PEP 2040’s are incompatible with the European climate policy.

The main thesis of the paper is concerned with the strategy of Law and Justice Government, oriented to the carbon based electricity production. Author presents data illustrating how many different groups of interests is trying to have the impact on decisions taken in energy sector.

The article contains an analysis of the power balance and the balance of electricity from the point of view of renewable energy sources. The author indicates that renewable energy sources are not fully available, so they can’t be included in the power balance.

Unia Europejska (UE), począwszy od roku 2008, ustanowiła w formie kolejnych tzw. pakietów klimatycznych ambitne cele dotyczące redukcji emisji gazów cieplarnianych i walki z ociepleniem klimatu. Cele te są wielowymiarowe.
The article presents legislative procedures concerning the renewable energy sources sector. Preparation and adoption of the act on renewable energy sources lasted 5 years, which had a negative impact on investment processes in this area.

Pomimo wysiłków kilku modernizacyjnie nastawionych ekip rządowych, w Polsce na przestrzeni ostatnich 30 lat nie nastąpiła głębsza zmiana struktury paliwowej (tak jak to miało miejsce w krajach Zachodu), ani w sektorze elektroenergetyki, ani ciepłownictwa systemowego, ani transportu.
Polish energy sector is moving away from the principles of sustainable development and this causes serious tensions within the European Union. Continuation of current trends may lead to ecological catastrophe.

Jest to dokument rządowy i w związku z tym on coś nam mówi o zamiarach rządu i o tym, w jakim kierunku ten rząd zamierza ukierunkować rozwój energetyki polskiej, w szczególności elektroenergetyki.
Discussion concerned with following issues: Energy Policy of Polish Government to Renewable Energy Sources, political support to conventional energy strategy, the future of the hard coal sector, political determinants of European Union climate policy, the participative role of Public Opinion in the process of energy policy creation, the costs of the electric energy production in the different technologies, energy independence of the state.
